Desktop Programming a Desktop Environment

Is there a way to program a desktop environment like Hugant? it is based on the XFCE DE (XFCE Desktop Environment) for Kali-Linux, anyone else here could help me out? and what are the codes i need to? like there are many ways to program one, for example is there some functions to add, like flow of vectors, or constants of variables? and i guess that the best option would be like flow int, vector1 * flow int + vector2 + 100, 150 + 200, 250 + 300, and then add the result as the display to the terminal or on the Entire Desktop for the DE (Desktop Environment) right?
